Utah Medicaid Policy Update: Physical Therapists Formally Recognized as Primary Care Providers

We are pleased to share a significant advancement in the accessibility of rehabilitative care for our community. Effective January 1, 2026, the Utah Department of Health & Human Services (DHHS) updated the Physical Therapy (PT) and Occupational Therapy (OT) Services Provider Manual.

This update officially clarifies that a health services provider referral is no longer required for Medicaid members to access PT and OT services. This change aligns Utah Medicaid policy with the state’s evolving practice acts, which recognize physical therapists as primary care providers for musculoskeletal conditions.

 

The Impact on Patient Care

This policy shift represents a “patient-first” approach to medicine. By removing the administrative requirement for a physician referral, patients can now seek specialist movement care at the onset of symptoms.

  • Direct Access to Specialized Diagnostics: Patients may now consult directly with our clinical team for the assessment and treatment of physical impairments, functional limitations, and pain.
  • Reduced Administrative Delays: Eliminating the referral process ensures that therapeutic intervention begins sooner, which is clinically proven to improve long-term outcomes and reduce the need for more invasive procedures.
  • Cost-Effective Healthcare: Direct access reduces the total cost of an episode of care by bypassing unnecessary intermediary appointments and diagnostic imaging.
